2005 Rule Book
All classes will be subject to the
following restrictions:
No nitro methane or blowers allowed (Open and Grudge
class exempt, see class rules)
Nitrous Oxide allowed in Open and Pro-Modified classes
only
Single turbo on 4-cylinder in 2WD okay
Must be naturally aspirated or FACTORY fuel injected (Open and Pro-Modified exempt
See class rules for Specific Limitations)
NO ALCOHOL OR DRUGS OF ANY KIND WILL BE
TOLERATED
IF ANYONE IN YOUR PIT CREW OR PARTY IS
FOUND WITH ANY OF THE
ABOVE YOU WILL BE DISQUALIFIED AND ASKED
TO LEAVE.
INSPECTIONS AND GENERAL SAFETY
REGUIREMTNTS:
1: All vehicles will be inspected for safe operation and
safety equipment at each race. The class
in which you race will be determined in part by the number of performance
enhancing items, tire size, and vehicle style.
(Cut down bodies, frame, engine placement, etc.) A
one-race Leniency will be given to allow for changes to be made so you can fit
the class you want to Race in, at the discretion of the race director and HMRA
committee. Vehicles may bump up to a higher class, but safety requirements
need not be met for the higher class, unless alterations
are made to the vehicle. (Tires are exempt)
HMRA inspectors reserve the right to
re-inspect any vehicle at anytime
To ensure
safety and fair play.
2: Vehicle inspections will be done by the representative
of your class. First time racers and
Representatives will be
inspected by HMRA’s Head Inspector. All questions,
concerns, and
disputes regarding the application of rules will be subject to
the Head Inspector’s and/or HMRA
Committee’s discretion. This decision is FINAL.
3: All vehicles must have operable brakes, throttle
returns, and an ignition shut off. Your cooperation and honesty in dealing with
the inspections is greatly appreciated.
4: Helmets
and seat belts are required for driver and any passenger. Only one passenger
per vehicle is permitted. No passenger may aid the driver in the operation of
the vehicle, shifting or steering, once staged
5: Foul or
Abusive Language will NOT be
tolerated. Nor will disrespect to other racers, race officials, or spectators.
Drivers are responsible for their own actions as well as the actions of their
pit crews.
6: Roll cages (not bars) and 4-point harnesses
are REQUIRED for 2WD, Modified,
Pro-Modified, and Open classes. Open top and structurally altered (cutting or
weakening from OEM standards) vehicles must have a minimum of a 6-point cage,
preferably an 8-point. Unaltered
cabs OK but
recommend a 4-point cage. All main support bars with welded joints above
shoulder height must be gusseted to strengthened joints. We REQUIRE a 4-point harness and SUGGEST a roll cage in the Pro-Stock
class.
7: All racing vehicles must have VISIBLE hookups on both front and rear
to be used for pulling vehicle out of the pit.
It is the driver’s responsibility to inform the track official in the
proper hook up of their vehicle.
2WD, Modified, Pro-Modified,
and Open class vehicles MUST HAVE a
fire extinguisher that is securely mounted within easy reach of the driver and
has a quick release latch.
Recommended in All Classes.
8: Minimum of 1 U-joint shield on each of the drive line and 1 drive line
loop centered on drive shafts 24” in length. On longer drive shafts, at least 2
drive line loops are required. U-joint, transmission, and flywheel shields are MANDATORY for any vehicle using a
trans-brake. (Super Stock and Grudge class excluded)
9: Drivers are responsible for the safe operating
condition of their personal vehicle. All loose items should be removed from cab
and bed of vehicle as ANYTHING
falling out during the race will result in a disqualification. Check your
vehicle closely before racing. Mechanical parts will not be included. However,
parts that continue to break each
race will be considered a safety violation and could result in disqualification
for that run as well as not being allowed to race until the problem is
permanently corrected.
10: HMRA encourages participants to take
ever precaution to ensure a safe event for both the driver and spectators.
Increased safety items could include goggles, gloves, fire-suits, shields,
extinguisher, neck braces, emergency shut off’s, 5-point or more harness, etc.
11: RUN order will be determined by a number draw DURING the drivers meeting. This number
will be the RUN order per class. (1st, 2nd, etc) and
should be written in shoe polish on your vehicle. The RACE order will be determined by the RACE DIRECTOR at each race.
12: Drivers are expected to go to the staging area and to
be ready to race when the class directly before them is racing. Track officials
will instruct drivers to line up in run order. (Number drawn) Drivers will have
a TWO (2) minute grace period to be
on the line and ready to race. If unable to meet this time frame, they will be
disqualified for that run.
13: All vehicles must come to a COMPLETE STOP after crossing the finish line. Failure to do so will
result in disqualification for the
run. A RED LIGHT also results in a disqualification for that run. A 5-mph speed limit in the pit and
staging areas will be STRICTLY enforced. No burnout’s allowed. Failure to
comply with the above will result in immediate dismissal from the race, with
all monies forfeited.
14: The race course out-of-bounds will be marked.
If the line judge declares you to be out of bounds, you will be considered out
of bounds for that run. THE LINE JUDGES
RULING STANDS. Runs will be timed by
timing lights, stopwatches and/or measurements, determined by pit conditions.
If you have not moved forward 2 feet in 5 seconds, the line judge will signal
you to STOP YOUR VEHECLE, Which you
should do IMMEDIATELY. Do not resume
until instructed to do so by the track official.
15: Tire size will be measured HORIZONTALLY with
tape measure or a measuring device approved for accuracy by the race director
or HMRA Chairman.
16: In case of 100% payback, It
will be 1st = 50%, 2nd = 30%, 3rd = 20%.
17: Vehicles that need to re-run because of a no
time, etc. will be sent to the end of their class to re-run so that the race
can go on and the vehicle can cool down, you can get back around to the start
line, etc.
RACE DIRECTOR AND/OR HMRA COMMITTEE WILL HAVE FINAL
SAY IN ALL ASPECTS OF RACING. (Racer
eligibility, length of race, number of runs per class, end of race, etc.) ALL
RACERS WILL RESPECT THE DECISION OF THE RACE DIRECTOR.

All drivers and passengers must sign HMRA’S waiver
before racing is allowed.
The Hometown Mud Racers
Association (HMRA)’s primary interests are to enhance safety for spectators and
participants and to promote mud racing as a major motor sport. Please note, however, that the HMRA MAKES NO
REPRESENTATIONS OR EXPRESS OR IMPLIED WARRANTEES THAT COMPLIANCE WITH THE RULES
AS WRITTEN OR ANY ADDENDUMS TO THOSE RULES WILL GUARANTEE AGAINST INJURY OR
DEATH TO SPECTATORS, PARTICIPANTS, OR DAMAGE TO PERSONAL PROPERTY. These rules and regulations constitute the
minimum standards for competition and are intended as a guide for the conduct
to the sport. The primary responsibility
for safe condition and operation of mud racing vehicles in competition rests
with the vehicle owner and driver. The promoter assumes major responsibility
for the operation of a safe mud pit.
EVERYONE ASSOCIATED WITH THE SPORT MUST SHARE THE TOTAL RESPONSIBILITY
FOR THE MUD RACE’S PROGRESS. MUD RACING IS A HIGH RISK ACTIVITY. THINK
SAFETY FIRST!!!!!
DRIVERS MEETING
All drivers and passengers MUST attend the drivers meeting
which will be held approximately 1 hour before race time. Any protests or concerns should be handled at
this meeting. Any participant may have
their entry fee refunded at anytime prior to the end of the drivers meeting.
Refunds for extreme
circumstances will be considered on a per case basis and will be determined by
the treasurer and race director or chairman.
HMRA CLASS QUALIFICATION
ATV Class: All ATV’s must have tether kill switch
ATV’s will be run on sand whenever
applicable, in the mud otherwise.
All riders must wear pants and
shoes.
Alcohol is ok NOS is okay. Cannot run both.
ATV’s
on either must be marked with yellow tape for Alcohol and blue for NOS.
Alcohol
and NOS drivers must wear a fire suit and gloves.
Lil’ ATV Class: Paid 100%

We are calling this season
“YOUR BEST 8” We Have 10 events scheduled for the 2005 race season. Out of these races we will use you’re best 7
point’s finishes too calculate the winners in each class. The points system will work as follows:
10 points will be awarded for 1st place, 9 for 2nd,
8 for 3rd, etc.
2 points will be awarded for the fastest time in each class
2 points will be awarded for each HMRA race you participate in
5
points bonus will be awarded if you compete in all 9 races.
A Dirty Players T-shirt will
be awarded to racers who participate in one class all year at the end of the year
banquet.
You may substitute a driver
in your vehicle or you may drive someone else’s vehicle ONE time during the
season to maintain your points. You must let the registration people or timing
people know of the substitution before you race.
The same vehicle may be
entered NO MORE than TWO times in any specific class.
Awards, Places, and Points
are determined by the fastest two combined times or longest two combined runs,
first. Then by the fastest single run or longest single run, if the vehicle is
unable to make two complete runs due to disqualification.
Grudge class and Open class----------no points
awarded.
